Comics
Samuel Sterns was a slow-witted high-school dropout who lived in the shadow of his older brother Philip Sterns who went on to be a brilliant scientist. Samuel was a working-class worker at a research facility where Samuel found himself caught in a Gamma Radiation accident. Similar to the Hulk, Red Hulk, Red She-Hulk and Abomination, Samuel developed superpowers from the radiation but unlike them who developed super-strength, Samuel developed super-intelligence. Samuel was driven to evil by his new intelligence and became a super-villain who came into conflict with the Hulk on countless occasions, often even teaming up with General Ross to defeat him.
Marvel Cinematic Universe
In the Marvel Cinematic Universe, Samuel Sterns was a scientist nicknamed Mr. Blue who was a close contact of Dr. Bruce Banner's as he was infatuated by the nature of Gamma Powers. Towards the end of the film Samuel got exposed to Gamma Rays himself during an experiment gone wrong and Samuel's head started enlarging as a result. Following this, Samuel was apprehended by SHIELD and incarcerated.
